The name of this gentleman is Markus Schächter, according to the German newspaper Süddeutsche a journalist, who is related to the German Union parties (CDU/CSU), and former head of public relations in the CDU-led Ministry of Rhineland-Palatinate.
Nowadays this laughing man is not only the commissary (director) of German state TV ZDF but also professor at the University of Music and Theatre in Hamburg. He studied history, politics, journalism and religious studies in Germany and France. In the presence of his wife he would not laugh about a typical dirty joke.
At the picture of the German blog “Hinter der Fichte” you can see this laughing guy at the beginning of the last entertainment show “Wetten, dass…?” – broadcasted by state television.
The shrill moderator Thomas Gottschalk has made live and in HD a perverse joke about the brutally murdered Muammar Gaddafi in Schächter`s TV station. That is the answer why Mr. Schächter laughed.
Just as Schächter also a known stupid sheet in Germany, without business section and feature articles, enjoyed this bad joke very much:
“His last appearance was a brilliant fireworks of sayings. ‘It is the very last mission. I am the last clown who is still on the road. Gaddafi’s gone, Berlusconi’s gone.”

Someone as Alexander Krei wrote in all seriousness about this in the media-magazine DWDL:
“I am the last clown who is still there,” he (Gottschalk) joked at the beginning of the show and added: “Berlusconi is gone, Gaddafi’s gone. ‘ Like no other Gottschalk was able to hit the right note till the end..
The presenter Thomas Gottschalk, who was commended for his concern, as a candidate on the hunt for glory broke his neck at his show, amused himself over the tortured to death Muammar Gaddafi and denigrated him as clown – to follow the overall policy-setting.
Gottschalk is a court jester of the dominant society and therefore these “jokes” are really not spontaneous. They are an expression of a specifically generated political stupidity and insensibility about such topics – as it is wanted by them. Otherwise his boss would not laugh about such contemptuous jokes.
Something like this cannot be taken anything lightly. In a TV station with billion budget and its thousands of employees, nothing happens without reason. The murdered Muammar Gaddafi is denounced comprehensive – like ZDF shows it in its “Heute Show” (Today Show).
The German state television ZDF (ARD, too) represents more than any other station a consistently imperialist ideology like you can see this in the latest reports by “ZDF / Heute Show” on Syria and Russia. Even tiny TV figs like the show “Neues aus der Anstalt” have been castrated to pseudo-criticism – like Georg Schramm explained:
“The most of the ARD stations and also the ZDF have become a broader government television. In the relevant committees, political parties and political localized “social groups” play key roles. Among the stations hierarchs, there are some who anticipate, what could be seen – under certain circumstances – as a problem in the respective State Chancellery. ”
